CQBHA/MDL Meeting 9th May 2007
Present Dave Wilson – Marina Manager
Jonathan Saunders – Chair Cobbs Quay Berth Holder’s Association
Andy Osman has departed the marina and Dave Wilson – currently marina manager at Hythe – has taken over the post for approx 5 months pending a new appointment.
Dave is keen to progress with the marina and has some initial plans for ‘quick wins’. These include :-
- A weekend attendant for the fuel berth and slipway
- A weekend dry stack person
- Replace the fuel pontoon
- 7 days a week toilet cleaning
- A tidy site attitude
He is keen to hear feedback from bertholders with any other ideas.

This is still to be agreed. Maybe for the 2008 season?
- Help to organise and fund/resource a start of season, mid season and end of season (Nov) social event.(need to be open to all bertholders)
Dave and members of the Cobb’s Quay team will participate with Mike Brine and Clive Snow in a ‘working party’ for the Bar-b-que
- Jointly agreed and appropriate publicity at the head of each pontoon, in the office and in the facilities
Dave has ordered notice boards and they will be placed by end June.
- Another pilot for recycling bins again alongside the existing bins.
Despite requests the Council do not wish to place recycling bins. They do roadside collection from residences.

- The loss of the hose guns has been a problem. Andy is still keen to pursue this and is asking for alternatives. Suggestions were made of how to retain ‘guns’ on hoses.
This is still an important initiative to save water. Another attempt will be made this year. A pilot of securing the ‘guns’ to the hoses will be tried on C Pontoon. Results will be fed back.
2. CQBHA/MDL Communication/Publicity
The notice boards at the head of the pontoons, when placed, will be available for Bertholders Association communications.
The dock staff are also to be asked to add ‘live’ notes to this e.g. of actions taken during the week, requests for information/action etc.
Dave is to progress the dock staff’s presence on the pontoons and information ‘notes’ on the boards.
CQBHA Web Site
There were over 2000 hits on the MDL Topics and Marina Notices pages last year.
Dave will produce an introductory piece for the web site including a request for feedback.
3. Member issues
We have achieved around 60 new members during the last year bringing our membership to somewhere around the 700 mark.
Dave is happy to put in a CQBHA Application Form in a letter he is planning to send to all bertholders introducing himself.
Keith to provide Dave with an original current application from - via e mail?
Dave will promote membership to the dry stack bertholders and attempt to locate a potential rep(s).
Barrier
Concerns have been raised about the amount of time the barrier has been broken and the lack of security.
Concerns were raised by a member over the barrier. A new motor was to be replaced soon after this meeting date.
Dave and I discussed motorising the gates. Dave sees this as an effective solution and will progress.
Car Parking/Yard tidiness
Concerns still remain over parking and yard tidiness/safety.
Dave has instituted processes to minimise props etc. in the yard. In part this was due to props securing an area for a boat lift. In future there will be ‘A boards’ indicating when a boat is to be brought ashore in a particular spot.
4. Member Events
AGM 24th March
Harbour Master and Jon Eads speaking. Andy and John attending. This was very successful with well received presentations from both. CQBHA have secured agreement to a meeting with both of the above to progress bridge issues when the time is right.
Boat Jumble 14th April
Successful (but not in terms of sales for most!!) with MDL providing generous refreshments.
Quiz 30 March
A successful event with about 20 participating.
Bar-b-que June/July
Planned for the lawn in front of the Club House
Dave will ensure MDL will work with us to deliver the afternoon/evening

5. Poole Bridge
Position Statement
I talked with Dave about providing an MDL ‘position statement’ regarding the bridge
Dave will take this up with Jon Eads. The comments from Jon’s presentation at the AGM will enable those who did not attend the AGM will be able to understand the MDL position.
Progress of activity?
It seems that the bridge is on – subject to raising the remaining finance.
Bridge Operating Board (BoB)
MDL have been successful in gaining a place on the BoB and it is clear they (through Jon Eads MD – who is on the Board) are keen to represent our interests.
6. Member views
Dave and I discussed the BMF ‘Gold Anchor’ awards (which Cobbs Quay achieved 4 out of 5 at the April 2006 assessment) as the way of taking the marina forward in a structured way. It follows the same criteria as the Marina ‘Charter Award’

The dredging programme has taken all available resource. Plans are to have the notice boards in place by the start of the season.

This is being picked up under the MDL Green/Blue initiative. The coming weeks should see action in the form of recycling bins.

This has now become quite a developed piece. Most members receive this electronically. Andy has agreed to produce a number of hard copies for those members who have requested this and for spares.

Car Parking
Concerns still remain over parking with the new dry stack.
A lot of the issues regarding lack of space were due to meeting berth holders request to come ashore. Andy is preparing some comments on car parking generally which will be posted on the web site.

6. Poole Bridge

Andy will prepare this with Jon Eads and this will be the thrust of Jon’s piece at the AGM. Thus members who can’t attend the AGM will be able to understand the MDL position.
Progress of activity?
Clear information about the bridge is hard to come by. However there is some suggestion that is now not a certainty. According a recent Echo insert on the regeneration of Poole it would seem the new bridge is contingent on funding and planning permission issues.
Bridge Operating Board (BoB)
MDL have applied for a place on the BoB as have I under my role as Chair.
7. Club House
Various rumours abound. I sought clarification of the current situation.
The clubhouse has transferred to a new lessee. I am assured that feedback will be welcomed by the new lessee and also MDL.
8. Parking
Concerns remain about parking. Could we publish a plan showing available parking and number of space v bertholders?.

9. Dry Stack
How is it going?
Nearing completion. Andy will address in a piece for the web site
10. Member views
Andy and I discussed focus groups as a way to gain structured members views. Andy will progress this.
Marina ‘Charter Award’

1. Association Successes
We discussed both the Hog Roast and Weymouth Cruise – both events were very successful.
2. Wireless Hotspot
There have been a number of reports from CQBHA members that the WiFi is unreliable and also that it blocks O2 mobile signals.
The difficulties with mobile phones on the O2 network was an O2 problem and has now been rectified.
Andy Osman is not aware of a general problem with WiFi. Member should report any difficulties directly to the office.
3. CQBHA Communication/Publicity
The notice boards at the head of the pontoons have not been placed.
Mike Brine (Vice Chair) is researching this and when his findings are presented to Andy Osman he will review.
4. Member issues
- Could we clarify the refunds policy? Currently it is believed that funds can be held pending a new boat for 2 years and will then be refunded. Apparently some MDL staff are advising that after 2 years it will be forfeit
The Policy would be clarified with the MDL team
- Water pressure in the women’s showers seems low.
The Marina office is not aware of any problems. Members should report any faults directly to the marina office
- One family room appears to be out of use with cleaners equipment. Can’t family rooms remain available during the winter.
This is not the case although the family rooms have been closed for the winter.
- Members have commented that boats are being re-measured.
This is part of an ongoing programme of reassessment in place over many years. Members having any concerns should contact the office.
5. Member Events
November Event - Fish & Chip Cruise
MDL provided a free Winter Lift and Re-Launch and a bottle of champagne. Others were also kind enough to bring prizes.
BHA/non BHA
CQBHA are happy to include non BHA members in BHA events. The Association might seek to ‘advantage’ BHA members however.
MDL Support
Would it be possible for MDL to provide support.
We spoke last meeting about a sponsored cruise. This remains a possibility. Andy is considering how to make one event per year a partnered event.
6. Environmental Considerations
- Recycling
When is it planned for the bins to arrive. We will give info re using and using effectively on the web site and in news letters.
Andy is attending a key meeting on 8th November which will progress this.
- Hose ‘guns’

7. Poole Bridge
Approval
Any reactions? What was the agreement MDL made with the Council? Are MDL going to appeal?
Andy has heard nothing more. He is waiting for the building programme and design. Andy is keen to report issues that occur in using the Backwater Channel and Bridge.

We will need to work this out with MDL. It may be that CQBHA will need to support the MDL position to apply for a place.
8. Parking
Concerns have been raised over the reduction of the car parking due to the closure of the lower car park and the arrival of Fairline. How long will this occur. What is the impact on ashore and parking space?.
Lower car park will be released when the dry stack is completed. and other dedicated car parking will be made available for next season.
9. Dry Stack
Work was due to start later in the year. Any more accurate date?
Started and due to be completed in March 07.

1. MDL/Cobbs Quay Berth Holders Association Joint Activity
MDL recognise the effort the Cobb’s Quay Bertholder’s Association (CQBHA) makes to help members who are both new to the marina and those who have been here for some time to gain extra value and enjoyment from their time at the marina.
To this end MDL are delighted to support the Bertholder’s Association we have agreed to look at more joint events and ideas to help all bertholders who want to take advantage of what the Association offers.
Some of the events – especially those organised solely by CQBHA - may be for members only but others will be available for all bertholders. Check the web site or the marina office for the latest information.
2. Wireless Hotspot
There is soon to be WiFi in the marina. This will help when looking at the Cobbs Quay Bertholders web site - www.cqbha.co.uk - for weather updates for example.
For Club Outlook members there are 50 hours free use in any one berthing year.
3. CQBHA Publicity
Andy Osman has agreed, in principle, to certain jointly discussed and appropriate publicity at the head of each pontoon, in the office and in the facilities.
Be sure to check there for the latest information about the Association.
4. Member Database/Member Information
We are keen to ensure that we have up to date details on current members of the Bertholder’s Association but cannot, due to data protection, co-ordinate member location/details with the MDL database?
You may well receive information via MDL about the Association as they are keen to support us. Please ensure you use the CQBHA web site to keep us up to date with your boat and berthing details.
5. Member Reps
We now have two committee members plus member representatives (pontoon and – still looking for volunteers for sailing and dry stack. Have a look in the facilities block or on the CQBHA website for your local pontoon representative.
MDL now have a dedicated Dockmaster for each pontoon and our committee members will be working to build up links with them over time so that MDL staff are also able to help with details of the Association.

6. Environmental Considerations
Recycling
The marina are keen to support the environment and recycling is a key way. It appears that the marina’s previous recycling bins were not well used.
Andy Osman has agreed to consider another pilot for recycling bins again alongside the existing bins. It will now be up to us as bertholders to show we will use them - and can use them appropriately.
Dry Stack roof
MDL plan to roof the dry stack so that they can recover the water from the rain.
7. Poole Bridge
Poole Council Strategy Paper
Both the Association and MDL’s have looked at the content and lack of reference to marine use in the Core Strategy and Preferred Options document and the Sustainability Appraisal on the Council’s web site www.boroughofpoole.com.
As the papers were written some time ago there is little chance to influence them but your views can still be made to the Council about the new bridge.
Bridge Operating Board
MDL are keen to have a representation of this Board which will plan and agree the operation of the new bridge. Likewise as the CQBHA we would wish to be represented.
This is something we will need to work out over the coming months.
8. Water
Pressure generally has been affected recently – possibly due to nearby road work. This has now been sorted out.
MDL have put spray ‘guns’ on each hose to save water by avoiding hoses being simply left on whilst boat cleaning. This should have a spin off benefit of improving the water delivery further up the pontoons.
9. Parking
The medium term plan is for the lower area to remain fenced off. This area may get larger as the new dry stack is built.
MDL recognises that spaces at high demand times are limited and staff do their best to control poor and illegal parking. Trailers wrongly parked in the marina take spaces but this is hard to control.
10. Dry Stack
An extension to the dry stack will be built from the current site towards the slipway. This will approximately double the size of dry stack berthing adding another 110/120 berths. Work is due to start later in the year.
